A college student called and wanted to know why her NA/FS case was closed. I verified the information, and low and behold there was a request for information. She "blew it off", because she was not earning any income and they were asking for income. Actually the request was very specific, student income, (loans, grants, expenses tutition, books, parking, etc.)
Well first of all she said, I don't have income. I explained that unless she was paying for college her self she had income. She applied for federal programs which required verification. Then she change the story but the expenses and income are the same. Then she further changed the story to be: I don't have to report the income. I replied you are right. However your case is now closed. She made a choice not to provide the information. Now her options are very limited. Provide the information to the local office by Monday, or she will have to reapply.
I tried to tell her that if she provides the information in the month of closure the local office may reopen the case. Well that was not good enough because she is a busy college student. The case will close on 08.31.09 she made her choice now she will be screaming in 09.09 when she has no medicaid or NA.
I even transferred her to the local office for her to speak to a supervisor. He hung up.

Medical Care Reform
With all this talk of medical reform I want to talk about a model which provides great service, all inclusive clinic in Washington State.
Group Health is a cooperative. I had the privilege of being a patient there. You had a primary care physician. You would visit your primary care physican and they would prescribe what ever services that were necessary. Needed an X-Ray walk to that clinic get an x-ray which was handed to you and you returned it to your physician in a few minutes. They had a pharmacy, get a prescription, get it filled at the same location. They also had physical therapy, Oncology, behavior health, post surgery, an emergency room. They literally had every type of treatment in one place.
If a clinic believed that they needed treatment they had a right to appeal. I was neve in a situation that I disagreed with the treatment nor was I ever dissatisified with the treatment.
A lot of the hospitals called it Group Death, just like the people screaming down their elected representatives. How ridiculous is it to believe that they would have end of life counseling. Will actually we do now it is called Hospice.
Now let me discribe how I receive treatment in my home state. I visit a physician. I get a prescription, I drive to a pharmacy. If I need X-rays I wait 1 hour to have the X ray taken, wait 4 days to have the X-ray sent to my physican. I just love driving to specialist and driving 50 miles some times.

That Special Call
Today I had a wild call. It seems like a client was greatly exercise because we were starving her family. Will actually she had not received NA/FS since April because of her income.
We verified the income on 08.11.09 through the worknumber.com. Oh No! Holy Cow Batman, her income was all wrong. She claimed that it had been reported incorrectly by her employer.
I asked her one question. If you have not been receiving FS/NA why did you wait four months to tell us of the problem. All He-- broke lose. I learned that she was a special military person. She was higher than most people and she had a special DD 214. I will decipher the code. She told me she was sick and did not have time to call and that I could not hold her accountable for not calling. Yes and No. She did not report the change so the change is actually for 09.09 because of our State Rule. Her high rank was a Private First Class. When I was drafted I started out as a Private Fist Class I retired as Major promotable. Has the military changed that much? Her special DD 214 was Other than Honorable Conditions for the convenience of the Military, probably a special discharge for that special military person.
Why did she go crazy over one question. In court it normally took 10 or so questions to make a witness angry. I have learned some new techique or I was dealing with a very fragil person. I requested the information necessary to consider the change. It will be up to her to provide the information or not provide the information. I still get off work at 4:00 pm, I will not lose sleep either way.

Call of the Week
Today a women called yelling and screaming. It seems that she received an ultra important message from our agency. Actually it was a letter reminding her that she needed to renew her application for Medicaid. She had an excuse for every suggestion that I made. I offered to mail an application to her. She said that she could not walk to the mail box. When I asked how do you get your mail she said I walk to the mail box. Well...
She then said I can't get the application in on time. Well lets see she received a letter reminding her to reapply six weeks ago. She did not want to read official mail. Well...
She lives in a apartment complex which has a fax machine a computer. She can't touch any thing that any body else has. Well...
She stated that she could not report changes because she did not have a phone number. But she was using a phone. Well... Three unreported changes...
Well I have a special option for her Office of Special Investigations.
When I told her that her option was to apply or not apply. Apply timely or wait up to 45 days for a decision. She even got ruder and meaner. I bet that she has been allowed to cause terror in case worker. But she called the wrong agent.

We Need Health Care:
The radical right is scarring the elderly, that universal health care would force them to have either no services or force them to be "laid to rest". This is ridiculous. Think about a few facts. In most states people who are laid off have the right to purchase health care through the COBRA. The problem is that people can't afford the the premiums. Then they apply for Medicaid, If they receive UI payments they are over income. Therefore, no insurance.
Myth of American Health care. It is not the greatest in the world. Even those rich and famous who have private physic ans can be killed by them. Remember that famous singer? Many studies show that we are one of the worst systems in the world. A few reasons, the obscene profits of the health insurance providers. Blue Cross and Blue Shield pay their top officers in excess of 30,000,000 a year. They have policies of rejecting applicants who have pre-existing conditions. Nurses in the 1930-60's received 1/3 of a physician's yearly pay. Now is a lot less. Physicans are skilled professionals they need to be reimbursed just to pay their 150,000 in student loans.
We need Tort Reform:
Why if a persons who is early 25,000,000 if he is injured in an Accident can receive millions of dollars for lost wages when his life time earning ability is between 500,000 and 750,000. Why millions of dollars for pain and suffering. Just a way to increase attorney's fees. Some attorneys charge 35 per cent for the fee and then tact on the entire cost of the litigation.
Town Meetings:
Conservatives are yelling and screaming at their representatives. Blogs are directing the radical right to shout down their representatives. They are being rude, crude and stupid. If they don't wont to be a part of the health care reform no problem. When they lose their coverage, can't pay cobra, can't qualify for Medicaid, they wait until the next open enrollment. If they have a catastrophic loss, they should not be eligible for the medical spend down program, since they have waived coverage. Also prevent them from filing Chapter 7 bankruptcy on the debt.
Remember we have higher mortality rates on new borns than the Third World countries. Recently in Arizona recently the State Treasurer's wife and new born died in child birth.

Discuss, clearly, your proposals, but then you would have to have a plan, of yea, you are there to disrupt not to discuss or think. This is Nuts:
A New York Women drunk 2 times over the legal limit, smoked marijuana while driving 3children and three other minor relatives. Stopped at a rest stop to call family members she reported she did not know why she felt disoriented and could not see properly. Duh. She was told to wait at the rest stop. A family member would pick them up. She agreed, droped the phone, 5 minutes later she was dead and she had killed 7 others because she went the wrong way on the interstate.
Should not the family have noticed just a few warning signs. I hope that her family is sued, and lose their property to pay for the 7 wrongful death actions. She properly is judgment proof. Half of all fatal accidents are caused by drunk drivers. Lets do away with the first time ok bs, Lets get tough, drunk or impared driving life time ban on driving. Driving with out a license first offense could be 1 year (no dealing) Second offense 2 years, Third Offense. 5 years, next offense life in prison. Drunk Drivers get off lightly until they perhaps kill a cop, a passenger or another driver. (Only for suspensions for impared or drunk driving.

I work for a state government.
People in our state or concerned about racial profiling of people with color including illegal aliens. When an illegal resident has a child that child is a US Citzen (also called a anchor baby).
These Illegal residents, get Federal Emergency Services and the US Citzen can get Medicad, Food Stamps and Cash if the family group has no income. Even though that neither parent is eligible for Food Stamps, you know that they are eating the food.
Solutions to the problem. We are one the last countries to give citzenship to people born in the United States. Why? If a women is traveling aboard and gives birth say in England. She and the newborn are US Citzens, born abroad. The Department of State will fill out a Certificate of Live Birth Aboard. Lets stop this nonsense.
Second, Lets bill each Nation of illegal alien for the Federal Emergency Services including delivery of a child. If they don't reimbuse the United States, then the
illegal residents would be cut off of benefits. I am not being racist. If you moved
to Canada, try getting a job, medical benefits, or food assistance. (It does not exist there.
Oh My Goodness, we are racially profiling. Yes, so what. They have committed felonies. They are not US Citizens are not entilted to protections of the Constitution. Now I know that every single Legal Services Group, receives federal funds. They then sue the states, Get more money and then sue the States and get more money to hire lawyers. (Yes I worked for a County Assigned Counsel and worked mostly due offenses.
In our state these are the crimes committed by a few illegal aliens. A drunk ran a stop sign killed a police office. He had 7 DUI/DWI and had been deported 4 times.
Refugees from an Africa County ages 14, 12, 10, 9 raped an 8 year old. The parents of the 8 year old beat her up because she brought disgrace to the 4 young children.
(Did I miss something).
How about those Parades. In several States, Hispanic groups. Marched because they were being targeted. They were waiving various Flags. This is strange, they want to stay but will be loyal to Mexico. Solution get 100 buses. Put the marchers in in the buses and take them back. (Offer them lunches for 1.00).
Parades because illegal residents can not get State rates for colleges and University. You are not residents or citizens of the State pay the out of state rate. They also want student loans etc.
It is amazing how much we spend on FS. Lets do it fairer. Like cash assistnce, FS should not be a lifetime grant give them 5 years just like cash, The period would begin in the future.
Now the goal. Lets get every homeless person off the streets. This is a another problem that was started with good intentions. The States were holding hundreds of thousand of person in mental hospital against their will. Yes, they won their case
case now we have hundreds of thousand, homeless, insane, alcholics and drug addicts.
Lets get them in the hospial, get them the necessary evaluation and treatment. Then they either stay in the hospial, or they get places to live.
If people chose to use illegal drugs, lets regulate it and tax it. Get organized crime out of the picture. We do this with Methodone clinics. Why do this with most of the Level 1 drugs. (Meth) is out it is just poison.
Track down all the illegal residents. Have them sign a loyalty oath and then let them apply to be LPR. If they do any thing like walk in a parade with a Mexican Flag, commit any crime, deport them. If they are every detained again 10 years in prison.
